Information:

This is a text editor developed by Skill. It's use is to change the text in Banjo-Tooie. When using the text editor you'll find it as easy as to edit the games text and compile a ROM out of it in just a minute or two. Do note that this release is only a beta and may be the only release ever.

I could believe it. I even used it but i turn them into silly messages of what they say on the text in the game. That i like.
