Snacker proves to be quiet a nuisance, as well as a threat to you as you are swimming in Treasure Trove Cove. He comes out every time you step in the ocean water.
The way you can evade him is continuously do the feathery flap in the water as you are going in the direction you need to go. That will help you go faster and outrun him.
The other way you can get rid of him is lure him to the shore so that you are standing up and he is near the shore. Use Kazooie's blue eggs from the back side on him, or use the wonder wing on him by activating it and jumping on his head. Either way you do it, it will kill him for a minute or two.
So that is how to avoid Snacker. It works the same with the Rusty Bucket Bay Snacker.
