Can anyone help me find an old cartoon movie?

Yeah I've recently started to remember this old cartoon movie from my childhood. I think it wasn't that popular but not obscure because GMG knows what I'm talking about but like me can't remember the title. It's not the American Tail, but some other movie.
here's a small bit that I do remember.

Well Disney has recently released the first of many web shorts starring Mickey Mouse and I have to say I was very much impressed with this. the first thing I have to say about the short is the new style it introduces.
