I don't know. I wish you'd get a message or something when you get a highest rated comment, because I'm sure I have a highest rated comment on at least one video.

I had many of them. But other people comment better things than me and take my comment down
I was the highest rate comment in many videos with more then 1,000,000 views
I don't keep track of mine, I just make them and let them do whatever they want. Yes, you're supposed to make a that's what she said joke out of my post.
Even though I don't like some of the updates and changes Google has been doing to YouTube recently, I will say that the "Highest Rated Comments" is one of the few that I do like.
